Official captions record the March 7, 2026 summit. A related U.S. proclamation sets out an agenda for hemispheric security cooperation. “Protecting the free world” is an aim to assess through implementation and outcomes, not an achieved result established by these documents.

The same-day proclamation, Commitment to Countering Cartel Criminal Activity, sets out four commitments. It is separately titled; these sources do not establish that it is the Doral Charter of Liberty.
In its United Nations release, the White House describes Shield of the Americas as an economic and national-security alliance. That is the administration’s stated framing; the release does not establish achieved outcomes or treaty status.
Official photographs and a short, government-produced video document the March 7 event. They show the setting and participants; they do not establish the policy’s results.
The White House identifies this ceremony as the Doral Charter of Liberty signing. The separately titled U.S. proclamation remains a distinct source below.
