President Barack Obama; official Compilation of Presidential Documents published by Office of the Federal Register/NARA and GPO and the linked official records supply the evidence below. This diagram is not a photograph, chronology of legal effect or measure of success.
Context & scope
Obama-era normalization through October 2016, with a 2018 GAO retrospective confirming the 2016 aviation outcome and a 2017 change in travel policy. This is not a description of current Cuba sanctions.
Goal
Expand engagement and economic opportunities, promote respect for human rights, and cooperate on shared security and other interests.
The administration restored diplomatic relations and embassies and eased sanctions regulations. Treasury’s January 16, 2015 rule authorized specified travel categories without case-by-case licenses; tourist travel remained prohibited.
Diplomatic relations and embassies were restored. GAO confirmed scheduled commercial flights resumed on August 31, 2016. These are diplomatic and transport outcomes, rather than evidence of democratic transition.
The October 2016 directive acknowledged continuing repression and the statutory embargo. GAO later recorded Trump’s June 2017 announcement of tighter individual travel policy. No verified cost total is supplied; this historical record does not describe current Cuba sanctions.
