Context & scope

A multilateral agreement and verification process involving Iran, six negotiating powers, the IAEA, the U.N. Security Council, and Congress. Historically implemented; United States ceased participation in 2018. No claim is made that the 2016 restrictions remain implemented in October 2026; later Iranian compliance and 2025–2026 developments are not verified by this 2018 source.

Goal

Constrain Iran’s nuclear program and monitor compliance in exchange for specified sanctions relief.

Action

Iran and the United States, United Kingdom, France, Russia, China, and Germany finalized the JCPOA on July 14, 2015. Adoption Day was October 18, 2015.

Established result

Implementation Day on January 16, 2016 followed completion of Iran’s required nuclear steps, with sanctions relief beginning. The July 2018 CRS report records compliance findings by officials in both the Obama and Trump administrations. This is a source-vintage implementation result, not proof of permanent prevention of a nuclear weapon.

Cost / open questions

The exchange included broad sanctions relief and time-limited restrictions on enrichment activities. The agreement did not restrict Iran’s ballistic-missile development. President Trump announced U.S. withdrawal on May 8, 2018 and reimposition of suspended sanctions; other participants initially sought to keep implementing it.
