Goal
Assess whether diplomacy and military action yield a durable settlement, alongside American protection, safe navigation, allied defense and nonproliferation goals.
The September 14 Lead Inspector General report records an April ceasefire, a June memorandum and renewed conflict. It reviews April–June operations and selected later developments.
Agreements were followed by renewed fighting in the report’s record. It also describes ammunition shortages and production bottlenecks; an agreement alone does not establish lasting peace.
The casualty periods need reconciliation before a war-wide total is published. CBO’s separately dated cost estimate has substantial uncertainty and excludes later September activity; it is not a full measure of the war’s costs.
