What the labels mean

They identify the evidence stage, not a success score. A signed agreement is distinct from implementation; a government assessment retains its uncertainty.

Defense testimony reports military transit implementation

Defense testimony reports a joint security group, jungle training and priority, cost-neutral military transit, without publishing individual toll settlements.

01

Before the action

The April 2025 joint statement had set out expanded cooperation and mechanisms addressing warship and auxiliary-vessel transit costs while acknowledging toll obligations. Its commitments required subsequent implementation evidence before they could be treated as delivered operational arrangements or measured savings. P2

02

What the U.S. did

In written House Armed Services Committee testimony, Joseph M. Humire reports the establishment of a joint security cooperation group and jungle training course. The account also describes priority, cost-neutral canal passage for warships and auxiliary vessels as follow-up implementation of cooperation. P3

03

What the record establishes

The testimony provides a dated administration report of institutions, training and military transit arrangements in use. It connects those measures to strategic access and homeland defense, but remains executive testimony rather than an independent audit of transactions, costs or operational performance. P3

Costs, durability & open questions

The reviewed testimony does not provide individual toll settlements, annual savings, waiting-time comparisons or total additional cooperation costs. Its military-vessel account cannot be extended to universal free commercial passage, and it does not establish a transfer of canal ownership or sovereignty. P1P2P3
