Goal
Support Euro-Atlantic security by admitting Finland and Sweden to NATO following Russia’s 2022 invasion of Ukraine.
Biden submitted the accession protocols July 11, 2022; the Senate approved August 3 and Biden signed August 9, completing the U.S. ratification process.
Finland joined NATO April 4, 2023 and Sweden March 7, 2024. The March 2024 CRS vintage reports NATO had 32 members. U.S. ratification alone was insufficient: all allies had to approve.
Turkey and Hungary delayed ratification; analysts raised defense concerns concerning Finland’s 830-mile border with Russia. The alliance assumed commitments to two additional members. Defense-spending intentions and officials’ security expectations are not measured deterrence outcomes.
